Most manufacturers grind carving tools to shape, but do not sharpen or hone them. The tools will cut when new, but will perform much better after sharpening and honing the edge.
Carving tools always perform best when fully sharpened and honed. If you are not familiar with the correct procedure for sharpening carving tools, we recommend The Complete Book of Woodcarving by Everett Ellenwood. It's a good general woodcarving book with an excellent sharpening section.
